Flowers, Vegetables and Community Gardens
Flowers, vegetables and community gardens may be watered any day up to two hours by means of a hand-held hose or low-volume non-spray irrigation. These areas may be watered by spray irrigation on the assigned watering days only and not between 10 a.m. and 6 p.m.
Trees and Shrubs
Trees, shrubs and other perennials may be watered any day up to two hours by means of a hand-held hose or low-volume non-spray irrigation on the assigned watering days.
Existing pools may be minimally refilled to compensate for evaporation and other water losses. Pools may not be completely drained and refilled unless repairs are necessary.

ENFORCEMENT AND WATER WASTE FEES
The City of Frisco lists a number of activities that are considered water waste at all times, regardless of time of year or current drought restrictions. Water waste can include the following:
– Operating a system in need of repair
– Operating a system at a prohibited time
– Operating a system on a prohibited day
– Watering hard surfaces such as alleys, streets, and sidewalks
– Water flowing away from a property
By REPORTING WATER WASTE OBSERVATIONS, you are actually helping the city educate your neighbors and the community about what is and isn’t allowed in a friendly, non-threatening way.
WASTING WATER FEES
The following fee schedule will be followed for the issuance of water waste violations and fees during the Stage 3 outdoor watering restrictions:
– For first-time violations, the sprinkler system will be disconnected with a RED yard sign, and a $25.00 administrative fee will be added to the water bill for the property.
– The $25.00 administrative fee will be waived or credited after the completion of a free irrigation check-up of the violating system.
– For additional violations, the sprinkler system will be disconnected with a RED yard sign, a $50.00 fee for the second violation, a $75.00 fee for the third violation including the issuance of a citation.
Exceptions may be made for landscaping associated with new construction through the NEW LANDSCAPE EXEMPTION REQUEST. Approved watering exemptions allow watering for 30 days from the date of installation. The replacement of stressed landscaping during this time is strongly discouraged until the conditions which caused the initiation of Stage 3 improve.
If an owner or responsible party feels that water waste or an irrigation schedule violation has been issued by mistake or through extenuating circumstances, a letter of appeal may be submitted to the Public Works Department no later than 30 days after having received the warning notice or having been first billed for such a charge.
Any petition shall set forth with particularity the reason or reasons for the appeal. The appeal should refer to the specific violation in question, why the party feels that the violation did not take place as identified on the violation notification, and the requested action to be taken by the City. Hearings may take place during a date and time set by the department director.
MONITORING AND ENFORCEMENT
Water monitors are employed by the City. Water monitors will monitor water use, including outdoor water use and water waste. Water monitors will receive ongoing training about customer service, public education and safety.
Water monitors will note the date, time and type of watering schedule or water wasting violation. The monitors will make reasonable efforts to make personal contact with the responsible party when issuing a violation or warning.
Fees for water waste will be applied to the customer accounts within two weeks of the date of the violation.
INITIATION AND TERMINATION
Stage 3 may terminate when conditions and circumstance which caused the initiation of Stage 3 no longer prevail. If the water use reduction goals under Stage 3 are not met, the NTMWD or the City Manager may implement STAGE 4.
